Major Richard Star Act and TCAVA: What VFW is asking Congress to do
- Vote NO on TCAVA. VFW warns that Section 108 would lower VA disability compensation for some future veterans with conditions including tinnitus and sleep apnea. According to the alert, veterans already receiving compensation would be protected from reductions under this provision.
- Vote YES on the stand-alone CLEAN Major Richard Star Act. VFW supports allowing eligible combat-injured military retirees to receive their full military retirement pay and VA disability compensation without a retirement-pay offset.
Why VFW is raising these concerns
According to VFW, TCAVA includes provisions that would help veterans. However, its alert warns that Section 108 would use disability compensation cuts to help pay for other provisions. Furthermore, VFW says writing these rating changes into law would make them harder to reverse if new evidence calls them into question. Its position is clear: improvements for some veterans should not come at the expense of others.
Meanwhile, VFW supports the Major Richard Star Act as a separate, clean bill. The alert describes it as a way to end the retirement-pay offset for eligible combat-injured military retirees. These are two distinct requests: oppose the cuts in TCAVA and support full earned benefits for eligible retirees.
